inserting pop up bible passages in blogs

  I am a computer illiterate so I don’t know what term applies but I would like to have Scripture references pop up when the cursor clicks on (or hovers over) the reference.

  I have see it done on WordPress blogs but have no idea how to set it up to do this. Can someone tell me how to do this?

  Example God so loved the world (John 3:16). When the cursor clicks it or hovers over it the passage pops up for reading.
