  To confirm, you are currently logged into your Instagram account when you attempt to connect the app to your WordPress.com account, correct?

  Are you seeing any errors during your attempt? Or is it just constantly loading for you? We were having issues with users unable to connect to Instagram, but that issue is now resolved. So, if you have not recently attempted to connect to Instagram, please try now and let us know what you are seeing on your end.

  I was logged in but then logged out to relog while WP was attempting to connect in case that was the problem. This was today. I will try again tomorrow and let you know.
