I found a couple of the support documents that should help you through the process; but I will also try to explain it here as well.
First) You are going to want to add the Instagram Widget. Your will go into your customize menu under Look and Feel. Once there you can select the Widgets. Let’s say you want to add the Instagram Widget to your Sidebar. You will select the sidebar > +Add a Widget > Instagram.
Second) You will then need to authorize access to your Instagram account. If you have multiple accounts- make sure that you are logged into the one that you want to connect to your WordPress. It should open into a new window that reads “Hi username, WordPress.com is requesting to do the following” And lists that they want to access your basic information.
((I have tried in both Safari and in Firefox browsers and I seem to be running in the same issue- once you save the widget, and click authorize access, it brings you to a blank window and not to your Instagram account, I am tagging this thread to see if a Happiness Engineer can help with this issue)).
Third) Once your Instagram is confirmed, you can further configure the settings, such as the number of images you want displayed at one time, the title, and how many columns you want the images to be displayed at. You can also change which Instagram account you want to display.
Here is the support document specifically for the Instagram Widget:

Hello,
I’ve tried to add an Instagram widget today too. I followed all your instructions, and after I press ‘Authorize’, the page goes blank, and reloads, but the widget is missing.
This is very annoying. It seems that just putting up a plain badge is the only way, but I want to display my pictures!

Hello! So I went back to my blog that I tried to put the Instagram Widget on ((not my dashboard but my actual blog)) in my Firefox browser. What appeared was the IG Widget without any images and underneath it told me I needed to configure the widget. I clicked on the link provided and it brought me to the authorization page for IG and I was able to authorize. Once that was done, I was able to go in and adjust the amount of images that were shown and how many columns. According to a recent thread widget not authorizing a user was able to authorize this widget as long as they remained in the same tab of their browser.
So the break down:
1) Follow the instructions as before until you reach the authorization stage.
2) You will want to save and publish your widget. It should appear on you blog in the customizer. Leave the customizer.
3) Go to your blog itself and click the link that says “configure it”.
4) It should bring you back to your dashboard under appearance. And all the way to the right you will see the Sidebar with the same button from the customizer that says “Authorize Instagram Access”. Click that button.
5) This should bring you to the authorization screen instead of the blank page.
6) Once authorized you will be brought back to your dashboard to adjust the visibility and the format of the widget. Then save it.This should resolve the issue. HOWEVER! I was only able to accomplish this through the Firefox browser. So, my recommendation is to try these steps in multiple browsers to see what works.
Good luck!
