  I don’t know why there is no plugin tab in on my dashboard, so how can I install a plugin?Thanks.

  You can’t install any plugins on WordPress.com. Many features you might need plugins for on other WordPress sites are already built in.

  But I know that it is possible to do so in the past, as I just want to use the plugin to link my wordpress with an external provider.

  WordPress.com never supported the use of plugins. You’re possibly confusing the hosted (WordPress.com) with the self-hosted (WordPress.org) version.
