Install plugins

I saw some tutorials about installing plugins. For installing a plugin are 2 ways: Uploading on server the plugin files or instaling usigs wordpress CMS. But at my CMS menu does not exists “plugin” section like here http://codex.wordpress.org/File:plugins.png .
Who can explain me what’s wrong?
I want to put a contact form. Using [contact-form] the text area for messages it is too large that I want and I want to resize but i don’t know how. One solution is installing a contact form plugin, but I don’t know why.

Plugins cannot be used on WordPress.COM blogs. They are only for WordPress.ORG blogs. See the differences here:

This one time only I will answer your off-topic question. >Settings > Writing is where you can expand the size of the post box in the editor.In this thread the topic is install plugins.. It’s not expand size of the post box. When you post an off-topic comment or question into an existing thread this is referred to as thread jacking and it’s frowned upon. In the future, please post your own threads if you cannot find one in the forum searchbox or on the front page of the forum that’s on the same topic you want to receive help with.
