  I purchased a business plan and am still prompted to purchase it again in order to install my plugin

  Are you sure you are logged in tot the account that bought the Business Plan? As you have a paid plan, it’s very esy to restore access to the account owning the paid plan by using the transaction ID at https://wordpress.com/support/account-recovery/
