Hello, I purchased a theme from ElegantThemes.com, and cannot find the upload button to add it to my wordpress site. Elegant Themes says there should be an upload button under the Themes page in my admin page, but there is not. Please advise.

Themes cannot be uploaded to WordPress.com, only self-hosted sites using WordPress.org. The difference between the two is described here:
Can you let me know what theme you purchased from Elegant Themes? Perhaps the theme is available at WordPress.com (like TheStyle). Alternatively, I can help you to find another theme that might work!

Okay, I have connected the GoDaddy hosting to my wordpress site and have uploaded my current wordpress files. How long does it take before I am able to then upload the custom theme? And where will the upload button be located? (I purchased the Divi theme from Elegant Themes).

It sounds like you’re moving forward with a self-hosted site at GoDaddy, which is actually completely separate from WordPress.com. The self-hosted site should be up pretty quickly though once you install WordPress software. Once you login to your self-hosted site, you can upload your theme under Appearance -> Themes.
Since you’re moving to a self-hosted site, the mapping upgrade you recently purchased for harlowcouture.com on harlowcouture.wordpress.com will no longer be necessary. Would you like me to refund the charge for you? Just reply back to confirm!
