  I am trying to add a install a theme. But says;
  Upgrade to Business
  This site is not currently eligible to install themes and plugins

  What do I need to do to be eligible to install a wordpress theme?

  If you wish to use a theme you found elsewhere on the Interweb on a WordPress.com site then you need to purchase a Business plan as suggested:

  Upgrade to Business

  Otherwise with a free WordPress.com site you can activate any of the free or Premium themes found at https://wordpress.com/themes
