How can I get the install themes tab in my Appearance/themes folder? Do I have to buy the wordpress bundle package or is this tab no longer offered?

Because of the way WordPress.com’s technical infrastructure is designed, we are not able to support uploading of custom WordPress themes on our service.

This is ridiculous and should be communicated when purchasing the domain. I bought the Value Bundle expecting that this would make it possible to upload a custom .zip theme.
This feels like signing up for a cell phone plan, where the options are constantly changing at the last minute.
Why buy a Value Bundle instead of an online Hosting Service? Please explain.

WordPress.com provides a 30-day refund on all of our upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.
Provided you are logged in under the same username account that purchased the upgrades, you can request a refund yourself directly from the Store section of your Dashboard
