How do I install themes?

I am trying to get to the tab ”install Themes” that should be located from the Appearance tab, then the Themes tab. Why can’t i find it? I’m attempting to install ProPhoto3.

I’m sorry, but themes can’t be uploaded to WordPress.com. That’s a feature of self-hosted blogs through WordPress.org.
You may use any of the available themes we have under Appearance -> Themes in your dashboard. If you are CSS-savvy, you may want to look into purchasing the Custom Design Upgrade to customize them.

How can i gt my information regarding the domain name i purchased through an ‘upgrade?’ I’d like to now transfer that domain to a hosting site that will allow me to use purchased themes to install.

You are welcome to keep your domain with us and update the nameservers to point to another hosting provider by following this guide: http://en.support.wordpress.com/domain-mapping/domain-management/#update-nameservers
