install themes tab does not appear on my dashboard?

  I’m trying to upload a premium 3rd party theme but the install themes tab does not appear on my dashboard?
  Any ideas?

  When I try going to the link above, I get this,

  Which makes me think you are talking about a self-hosted site. If you are talking about a site hosted here on WordPress.com, such as the one linked to your user name, http://saltspringhonourstands.wordpress.com/ , please provide a link to that site.
