While plugins are common on self hosted WordPress sites, due to security concerns, they are not available on WordPress.com. There is more info regarding WordPress.com and plugins here:
Also, for more information on the differences between WordPress.com and self-hosted WordPress sites, please see:
Please let me know if you have further questions or if anything is unclear.

Thanks for your response.
“On WordPress.com, we include the most popular plugin functionality within our sites automatically”
I read above but i do not see these plugins or a button for plugins in the menu.
After reading few forums i understand that i will have to use godaddy + wordpress integration and then install woo commerce.
In that case do i have to buy the Premium plan from wordpress for my ecommerce business

Mamta,
The reason you do not see plugins or a button for plugins because it’s already implemented and installed, so they’re already there.
Nope you don’t have to buy ecommerce business plan, since ecommerce feature on wordpress.com is already retired.
woocommerce itself is a free software, you need to have hosting to be able to use it, more here:

If you are going to set up a self-hosted WordPress.org site through GoDaddy, you would not buy ANY upgrade from WordPress.com.

Does this mean that plugins like WooCommerce can’t be used with WordPress.com, at all?
I was looking into this myself, but I don’t have any separate host to be able to use at the moment. The whole reason I started a site with WordPress was to try opening an online store. But, I can’t do any kind of self-hosting at the moment, and I don’t know when I’ll be able to. If I can’t use WordPress.com for any type of e-commerce, then all of WordPress is going to be pretty useless to me for possibly a very long while. -

Yes.

If you are looking for ecommerce solutions and cannot use a self-hosted WordPress.org site, then you are going to need to look outside of WordPress for the time being.
You might look into shopify or etsy, depending on what it is you are trying to sell.

WordPress.com is great, but there are situations where it is not the best solution for everyone.

Here’s my situation…I have a website being hosted on wordpress. I want to use woo commerce is this not possible in my situation?
-
That is correct. It is not possible to use WooCommerce on WordPress.com
-
staff-ozmodiar Do you have a suggested host that I can use with https://printaura.com? Their site makes it look as if WooCommerce is usable with word press.

WooCommerce is very usable with WordPress. It just needs to be a self-hosted WordPress.org site, not a WordPress.com site:
