  I’m unable to install plugins. I don’t want any business plan. Is it possible to do so?

  No you can’t. This is only possible on the Business Plan.

  The business plan allows for the functionality of using plugins on our managed hosting at WordPress.com. Those details are at https://wordpress.com/pricing/

  If you don’t want to use the business plan then you could set up your own WordPress.org installation with a separate host. That software and most plugins are free. Take a look at this guide to help you get started:
