installing a new theme without an "add new" button

  Hello, I have troubles installing a new theme. The difference between all tutorials and my reality is that there is no “add new” button under admin/appearance/themes. I would appreciate a quick answer. Thank you, Jan

  Quick answer is that you can’t install a third-party theme on a WordPress.COM blog. The only themes that can be used are found in this directory:

  http://theme.wordpress.com

  To change themes, go to Dashboard > Appearance > Themes

  You can preview any of the themes before activating the one you want.

  Thanks, but is there any way how I could get a theme that I bought from Themeforest to WordPress?
  It says it is fully compatible with WordPress 3.8 (Me – responsive portfolio theme for WordPress)

  Nope. There is no way to use a third-party theme at WordPress.COM. It may be possible to get a refund from Themeforest, because you can’t use it here.

  It might help to read about the differences between a free .COM site and a self-hosted WordPress.ORG site.

  There are many responsive themes to choose from in the .COM directory.

  A theme purchased from themeforest can be used only on a WordPress.ORG install.

  WordPress.com and WordPress.org are completely separate, have different log-ins and run different versions of some themes with same names. http://support.wordpress.com/com-vs-org/

  If you want to hire a web host http://wordpress.org/hosting and set up a WordPress.ORG install then you can use that theme. In that case if you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.
