  Can someone point me in the right direction of installing a WP theme I downloaded from an outside website?

  Well, no. I can save you some time: it cannot be done. External themes and plugins cannot be installed here.

  Is it only if you have a prem. account? I really like a theme on this website.

  No, it is only if you have a VIP account, which starts at $30,000 a year and costs about ten thousand dollars for the theme.

  Sorry for the confusion! You can install a theme from http://topwpthemes.com/ if you setup your own web hosting account that is separate from WordPress.com.
