Installing Jetpack fails

I am hosting WP on a Windows2003 server. All other plugins work, however when I go to install Jetpack I get this error:
Jetpack could not contact WordPress.com: register_http_request_failed. This usually means something is incorrectly configured on your web host.
There are no HTTP transports available which can complete the requested request.
I saw that increasing the max_execution_time default from 30 to 300 which I have done, but that didn’t solve it

Is your server publicly accessible over HTTP?
If so, would you mind temporarily disabling any firewalls to see if that makes a difference?

Yes the blog is available publicly via http.
I disabled Windows Firewall and still get the same error

There can be a couple of reasons as to why you’re receiving this error message.
