  i has been make a new theme, i want my own theme will be my wordpress theme, how to do it?

  You cannot apply an external theme to a WordPress.com blog. They only work for WordPress.ORG blogs. Which do you have?

  If you are talking about the one in the code above (and you probably are, we do not have access to the underlying theme files here since this is a multi-user platform and we all share the same files. A change by one person would change it for everyone.
