Installing plug-ins

Help, This is probably a really easy question to answer, but I’ve never installed a plug-in, so am a bit stuck. I need to install the EU Cookie Law/EU Cookie Directive Compliance Plugin. I’ve downloaded it onto my computer. Not sure how to install it onto my blog. What do I do? Thanks

We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org.
However, we do have some really cool widgets. Perhaps one of those might meet your needs?

There is no FTP access to free hosted WordPress.COM blogs like the one linked to your username and we cannot install individual plugins or third party themes into them. Those found on the internet are for WordPress.ORG installs which run on different software.

Thanks TimeThief. What can .com users do to be compliant with the EU Cookie Regs then? Is there a form of words we should be using on our blogs? Any advice greatly received.
