Installing plugin through the web module?

Hello.
I recently took over a wordpress website, and unfortunately the previous owner has no information on login or name of the webhotel. Therefore, I cannot install plugins by uploading them to the server.
On the other hand, when I press the ‘Plugins’-button I am forwarded to this page: http://imgur.com/a/dwqIT.
I’m not sure whether or not you have anything to do with this setup, but if you do, could you please help me with information on how to install plugins to the site through the web module?

From the looks of the image that you sent, this site is hosted in WordPress.com. Unfortunately, plugin installation is not supported.

Thanks for the response, Carl. Fair enough, then maybe you can help me with the actual problem I have that a plugin could solve…
I uploaded a file that I’ve linked to in an e-mail I’ve sent. However, after I sent the e-mail I found out that there was an error in the file – therefore I deleted it and uploaded a new one with the exact same name. Unfortunately the link in the mail is now dead, as I realized that the new file has been given a 1 at the end of the URL.
Is there any was to change the URL of the new file and remove the 1, so the link in the e-mail still works? I’m afraid I permanently deleted the old file – at least I think so, I can’t find any trash can on the Media page…

What is the wrong URL link and the correct URL link?
You might need to go to your Media Manager and edit the permalinks to match the incorrect URL to the one that you sent.
Please let me know if that works ok?

The dead URL that I sent out in the e-mail is https://topmoede.files.wordpress.com/2017/01/topmc3b8de-2017-program.pdf
and the new url is https://topmoede.files.wordpress.com/2017/01/topmoede-2017-program.pdf
How do I enter “Media Manager”? Is it the same as just “Media”? Can u give me a guide to doing this?
