Installing Plugins

I have just started working with wordpress and after watching numerous videos on how to install plugins (I wish to use NextGEN Gallery ) every tutorial leads to this: go to Plugins >> Add New.
Here’s the problem, my sidebar does not have the “Plugins” option. One thing I found with all the tutorials is that the overall appearence of their wp/admin editing page was different; it was all grey and of course the sidebar was different. Most of the videos I checked were uploaded in 2013. Just to clear this up, my site is .com, not .org.

http://en.support.wordpress.com/images/gallery/By default the front page of the blog is the only page that will display all published posts on it. As soon as you publish a post not a page the error message will be gone. http://en.support.wordpress.com/post-vs-page/
