Installing plugins

    I would like to install an (otherwise free) SEO plugin for my WordPress, but WP keeps telling me I need to upgrade to one of their top plans to do this.

    Is this correct or is there a way I can do this for free?

    WP.com: Yes
    Jetpack: No
    Correct account: Yes

    Yes a top plan is required if you must use an external plugin on a WordPress.com site. However note that WordPress.com already has good SEO.
