Installing Pro plugins for my site

I am a long-time WP user/site admin and I have professional plugins (that I cannot legally share with other WP users) that I want to use, but there is no plugins tab in the template chosen. The template was chosen by a lady in our organization that got everything through WP.com… how do I get my pro plugin(s) active on my site without sharing? Is there a swtch on WP.com that will allow me to add my own plugins to my template; or is this template just the first one I have seen without a plugin tab? (never seen this before as I typically install outside WP.com)

You are confusing wordpress.com hosted blogs and wordpress.org software installs.There is no FTP access https://en.support.wordpress.com/ftp-access/ and no blogger installed plugin capability. https://en.support.wordpress.com/plugins/
Blogger installed plugins are not permitted here at WordPress.com for various security reasons. No upgrade changes that reality.

If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there.
