  Assuming it is not a custom theme, you can read how to activate themes in the WordPress support page: http://en.support.wordpress.com/themes/

  It should get you to where you need to go!

  That’s not possible. There is no FTP access to free hosted WordPress.com blogs and we cannot upload any third party themes, create child themes or our own themes or edit templates.

  The only themes you can use on a free hosted WordPress.com blog are those found here > Appearance > Themes and showcased here > http://wordpress.com/themes/

  There is no upgrade you can purchase that changes that. http://support.wordpress.com/com-vs-org/

  Don’t assume please. Either you search and you know you have a 100% correct answer garnered from correct answers posted by the regular Volunteers and Staff have posted or you don’t.
