installing WPML

hello, I’ve already download a WPML that I would like to use on my blog for creating a ‘language button’ that would allow viewers to switch back and forth between English and Spanish on my static pages. I’m struggling to perform the next step, in that I need to upload the WPML. Here is what the directions say: Upload the unzipped directories to your site’s ‘wp-contents/plugins’ directory.
Log in to your site, go to Plugins and enable them.
I can’t seem to find Plugins within my dashboard. Any help would be most appreciated, thank you!The blog I need help with is: (visible only to logged in users)

We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org.

Thank you kardotim. Any suggestions if I already have my material translated and simply want the user to be able to click on an English or Espanol button so that it changes the language?

In that case you can create an additional page that holds the translated version of the page content. Or you can put both the original and translated version in one page.
