Instant WordPress works on one Win10 system but not anothere

This is not about using WordPress.com: there was no reasonable choice available to me other than that.
I installed Instant WordPress on a Windows 10 laptop, and it works fine. I did the same on my desktop, and it does not well at all. It takes forever to load, and then none of the buttons on the main screen work. A few of them cause CMD windows to appear briefly, but I cannot get anything to come up in a web browser, as happens on the working system.
I looked in the Windows Event Log, and was unable to find any events that might explain the failures. I imagine that something is not executing properly, and then everything else unravels. The long load time feels like timeouts to me. I tried running the startup batch file as an Admin, but that did not help. At one point, it offered to install the web server, and said there would be a delay. If that failed, it never asked me to install it again.
I’m not sure where to start diagnosing this. There are no IWP support forums, and IWP offers little support itself. Some of the support FAQs suggest that I run SSH to diagnose things, but that just displays a CMD window briefly, so even that level of debugging fails. There also are recommendations to enable the QEMU window in the startup batch file, but that fails also.
Any recommendations? I imagine that some part of the failing Windows 10 installation is trying to “protect” me, but I cannot figure out what it might be.
