Integrate carousel menu header plugin into any theme

Hi!
I was just wondering if it is possible to integrate a carousel menu at the top of the front page website as one of the in-built plugins? Otherwise you have to change your theme which isn’t great when you and your followers are used to one type of look, or you have to upgrade to a business plan which is not feasible for most people running a personal site.
