Integrating a forum no plugin option?

    I would like to create a forum on my blog similar to this one. I have searched on google and as instructed have downloaded Simple Forum. It then instructs to add this to the ‘Plugin’ option on the menu tab I cannot find this? Does it exist or do I need to install something else to view it?

    The blog I need help with is: (visible only to logged in users)

    We cannot install third-party software such as forum software here. We cannot use plugins at wordpress.COM. Plugsins are for self-hosted blogs only.

    You can host the forum elsewhere on the internet and then link to it from your blog here if you wish. There are several free forum hosting services on the internet, but you will have to put up with advertising on your forum if you host on one of them.
