Interested to join WordAds, why we have to pay for Premium JetPack?

  Can I join the WordAds without using Premium JetPack?
  I have a quite a lot traffic in my self hosted WP blog, but it stated as ineligible when I’d like to sign up for WordAds.
  Anyone can help me please?
