How long for site able to be accessed via internet?

On WordPress.com? If you marked your site as Public, instantaneously to anyone who has the address.
If you are actually asking when will your site be available via search engines, again, as long as your blog is Public, it takes a while for new sites to be crawled and appear there. Just keep writing and posting new material and they will catch up with you.
