Intro text on posts page

  Hi, I’m helping a friend set up her blog/website in WordPress.com. We’ve set the front page to be static and created a different page for the posts page. What I’d like to do is add a short paragraph of static text at the top, above where the blog posts appear. How can I make this happen?

  I have this same question for the static home page in Debut theme. Site is http://nataliareagan.wordpress.com. I’d like to add a paragraph of text between the hero slider and the featured video posts at bottom. Thanks in advance for your advice.
