Inviting Contributors, Followers, and Viewers

  I am at a loss with inviting followers to my blog. I try to follow this instruction page (Inviting Contributors, Followers, and Viewers), but when I go to my dashboard/Users… there is no “invite new” in the menu.

  Is there a plugin I need to add?

  I have a list of club members email address, I want to send emails when a new post is published, is there another option I could use?
