Inviting new users

I have sent two invitation to new users (plus one re-send) but invitations are not being recieved. Why is this?

Do these people have wordpress.COM accounts? If so what are their usernames?
They may need check your email client spam filter if they use Gmail or a or G Suite account see here https://en.support.wordpress.com/email-notifications/gmail-issues/
They may need to check here too https://wordpress.com/me/notifications/subscriptions at the bottom of the page to be sure they have not enabled this setting

I am inviting both types of people to contribute, administer and edit this blog: those who have a WordPress.com account and those who don’t. Neither of the groups has received their invites, and I’ve also tried sending an invite to another account I have and I didn’t receive the email in my inbox. Others also checked their spam folders but haven’t seen the email, and it’s been about 2 days since I sent them invitations.
One person (username: tiffanytkn) whom I invited went to check their email notification settings, per https://en.support.wordpress.com/email-notifications/, and they don’t have email invitations blocked. I invited them as a follower, and that didn’t work. They are now a follower of my blog only because they manually went into their account, went to the URL, and followed me. But they never received an invite even as a follower. Almost all of the accounts I’ve invited that don’t have a WordPress.com account are not using Gmail.
I invited 20+ people through the https://utdoaxaca.wordpress.com/wp-admin/users.php?page=wpcom-invite-users link. And I can see all my past invites listed and that they’re all in Waiting status. But I tried to invite people through https://wordpress.com/people/new/utdoaxaca.wordpress.com, and a little notification popped up that said, “Invitation sent successfully!” But similarly, these invites didn’t make it to the inboxes of those I sent it to. I hope that makes sense. Thank you for your help!

Thank you for those details.
There can be a delay with the emails reaching these folks depending on their email provider. The invitations may also be sitting in their spam folder depending on their filters.
Sometimes, an employee or school will have a system wide block in place, so if they are using an email from either of those they will need to get in touch with their IT folks about that.
Do you have a list of invitations that you don’t think were delivered? I’ll be happy to check our logs.

All of the invites went to university email addresses. I guess it is possible that the university put a system wide block in place, but I have sent wordpress invites to university emails previously with no problems.
