All upgrades must be paid for in full at the time of purchase. No purchase orders or invoices can be issued.
Companies and non profits or any other groups do not own blogs. Every WordPress.COM blog has a sole owner and it is the person with the WordPress.COM username account who registered the blog under that username account and their associated email address.
You must be logged in under the exact same username account that registered the blog who is the sole owner and Admin of the blog http://en.support.wordpress.com/user-roles/#administrator to purchase and/or renew upgrades for the blog. If you’d like your upgrade to renew automatically each year, you can Enable Auto Renew.

https://en.support.wordpress.com/billing-history/That is where the blogs sole owner and Admin can print out their own receipt and satisfy whatever their reimbursement requirements may be.
