How domain mapping works
Registering an underlying .wordpress.com URL first is required for domain mapping. That underlying URL does not have to match the domain URL when you are domain mapping. What domain mapping does is providing a seamless redirect to the very same content under the new domain URL when a person clicks the old URL .wordpress.com to the original content. The WordPress.COM upgrade for mapping a domain must be renewed annually.

Canceling and refunding purchases

• WordPress.com provides a 30-day refund from date of purchase on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.
• The refund period for Domain Registrations and Renewals is 48 hours.

Canceling domains
It is important to know that cancelled domains are not released by the registrar immediately. Also note that here’s no guarantee you’ll be able to use a domain again as it may be sold to someone else. Therefore you should cancel a domain, if and only if, you are sure you do not wish to use it again.

You don’t seem to understand two things.
(1) Companies, organizations and groups of any kind do not own sites. Sites are solely owned by those who register them under their username accounts and associated email addresses and purchase any upgrades for them.
(2) Proforma invoices are not issued and purchase orders are not accepted.
A pro forma invoice is a document that states a commitment on part of the seller to deliver the products or services as notified to the buyer for a specific price. It is thus not a true invoice.
A purchase order (PO) is a commercial document and first official offer issued by a buyer to a seller, indicating types, quantities, and agreed prices for products or services. It is used to control the purchasing of products and services from external suppliers.
