  Trying to determine if an invoice can be sent for service. As a municipality the use of credit cards reduces the transparency between the supplier and the municipality, therefore an invoice is the preferred method of payment. Thank you

  That’s not possible sorry. You can go to your billing history page and print out a receipt and submit it. https://en.support.wordpress.com/billing-history/
