IP address in black list?

I can access my blog varabungas.wordpress.com from one computer in my offfice, but cannot access my blog and other wordpress.com blogs from another computer at home. Connection is dropped every time I try to log in. So it seems that I am not suspended, but my home computer IP address got in to some kind of black list. Tell me please what to do.

Your issue is with your computer settings. In order to help you we need to know your specific computing environment details. Please work through what follows and report back.
1. If you are not running one of the browsers and versions listed at http://browsehappy.com/ please try upgrading or switching first.

Hi,
Unfortunately experiments with my browser did not help. But problem was solved in different way. I found out that problem disappears when my computes is connected to network through 3G connection and appears again when connected through 4G. I asked my Inet provider what it may mean and they told me that during the session my permanent IP address is not unique, but is the same for plenty of users. It means that not because of my fault IP address may be included in some list of blocked IPs with no way to get out. Now I am back in business using proxy server, what else I can do?
