Hello! Our website is blocked by the russian filtering system http://eais.rkn.gov.ru/en/#form
Russian comunity is our primary target group and this block can severely harm our business. The problem seems to be not with the website itself but with problematic IP, which we share with some restricted websites.Can WordPress change the website IP and take the website out of the restricted list?

WordPress cannot change the fact that their IP is being blocked. Only the ISPs blocking them can unblock them. WordPress.com also doesn’t have only one IP, but several which are serving all our blogs.
Users who are unable to access your site (or any WordPress site, it seems) will have to contact their respective ISPs to sort it out. They can also try using a VPN, but that might be illegal under this law that seems to be the cause of the problems.
Several other users have reported this issue, so I’m tagging this thread for staff. Please be patient while waiting for a reply.

As a workaround some have been using a VPN or proxy to access WordPress.com blogs. The following links provide some options:

Some users have had luck simply by using Opera Turbo. http://www.opera.com/browser/turbo/In the case of China which blocks wordpress.com blogs a new thing has been discovered.
