There is no permanent IP address for any WordPress.com blog. WordPress.com does not provide static IP addresses, so you won’t be able to map your domain by IP if that’s what you are trying to do.
If you are looking for domain mapping instructions see > Domain Mapping upgrade http://en.support.wordpress.com/domains/map-existing-domain/

if I want to promote some article on wordpress and I want to cloak the address where it come from, I need my IP number
-
No, you don’t. And why in God’s name would you want to “hide where it came from” anyway? Did you know that it’s illegal in the US to do that?
-
That’s going to fly here. Cloaking is considered a violation of Google’s Webmaster Guidelines because it provides users with different results than they expected. http://support.google.com/webmasters/bin/answer.py?hl=en&answer=66355

this is marketing, when you are buying stuff on the web, you are buying from an affiliate and you click on the address of the affiliate, who bring you on the site of the company of the stuff you are buying, this is legal.
when you will buy anything you will see you will click on a name address, not on ugly number. Affiliates are clocking the ugly number to protect them from hacker -
Affiliate marketing is not allowed on WordPress.COM – your site will be suspended with no notice

Affiliates are not cloaking the number to hide from hackers; they are doing it so people don’t realize they are affiliate links. Reputable affiliate stores like Amazon do not do this.
