is a certain domain design available?

I’m interested in a Custom Domain and wondered if the format used by – scholarlykitchen.sspnet.org – as shown, is available and if so what is the yearly fee and how do I go about customizing it. I already own the domain name that I want to use. Thanks

The theme is available here and it`s free theme http://theme.wordpress.com/themes/themorningafter/
The customizing was done by the blogger and I don`t know what their position is but if I was paying $30.00 per year to customize my theme and someone else ripped-off my customization I would be very unhappy. -

After you have registered a .wordpress.com blog you log in as Admin under the exact same username account that registered the blog and purchase a domain name by purchasing an annually renewable domain mapping upgrade for the blog from the blog’s dashboard at > Store > My Upgrades.
