Is 'Administrador' a full access user?

Hello,
I work with a nonprofit organization that promotes the citizen participation and engagement across Santiago de Cali city with a national perspective.
Couple of months ago we hired a web developer, to build a website for our organization. The site domain name is consorciociudadano.com
Since the work is done we asked for the passwords to have full control over our website and he handed an user and a password (User: ‘Administrador’ instead of ‘admin’, the usual) that, to our best knowledge, does not have full access to the website settings in the WordPress panel.
We have some concerns about this and would like to have your opinion about this.
¿Is the user ‘Administrador’ the full access user?

An Administrator has full power over the site and can do everything related to site administration*. Administrators can create more Administrators, invite new users, remove users, and change user roles. They have complete control over posts, pages, uploaded files, comments, settings, themes, imports, exports, other users – the whole shebang.

First, thanks for the help. Regarding the post, I have been checking and with this information I have even more concerns. I cannot or cannot see how to create users.
I attach an image of how the panel looks like. I have no access to pages, nor plugins, nor users creation, apparently.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.
