  On the wordpress.org site, there are some sites listed that work will with the wordpress.org software.

  If you have your own hosting you can use WordPress software from WordPress.org and you won’t be suspended by WordPress for having an affiliate link: WordPress.com rules only apply to blogs hosted at WordPress.com.

  I would stay away from “cheap” but just do a search for “domain registration”. Some web hosts offer both the domain registration and a hosting package all in one. I host at A Small Orange using their “tiny” package and it costs me $25 per year (about $2 per month) but that does not include domain registration.
