Is captioning a photo no longer supported?

Since the “new look” in adding a photo reveals a “pencil” and an “x”, I find I cannot add a caption to my photo any longer. Clicking on the pencil does nothing. How do I resolve this? Running Mac OS X 10.6.8, upgraded as high as possible.

Image Settings – Add a title or a caption to your images. Includes where to find basic info about your image like the permanent link, image dimensions, and file type.

The screen shot I gave was from the link timethief sent me to, not what happens when I try to caption my picture. So…. thanks anyway?
I’ll try the enabling. Wait – enabling is bad, isn’t it? ;-)

I went back to edit the post, and clicking on the pencil icon did bring up the box. It seems only in composing the initial work I can’t do a photo caption. Odd.
