Is comment moderation the norm?

I’ve been browsing on a number of blogs, and leaving comments, and on about 90% of them, the comment shows as posted, but with a moderation comment, in other words, it won’t show until it has been sent through moderation.
Is this something we set in your blogs – I want people wo see my blog to be able to comment and have their comment show up. Or do I need to do something in my control panel to allow their comments so show first? Am I the one who does the moderating for my own blogs?
Had another question, but can’t remember it, so I guess I’ll be back! ;)

Dashboard >> Settings >> Discussion >> Before a comment appears >> An administrator must always approve the comment
You moderate your blog if you have set Admin Approval required – I use that as a safety check on live spammers and a double check – Akismet does a great job stopping spam but this makes sure the odd catalog link does not slip through
Your choice. You do want to make sure your blog is spam free as search engines downgrade your site if it has spam on it, and visitors tend to laugh at you and not stop back if there is too much junk.
