Yes it is themes specific. You cannot build or use your own custom theme built from scratch at WordPress.com.

This is a multiuser blogging platform. All blogs wearing the same theme are using the same underlying template and we cannot access the underlying files and edit templates or themes. http://en.support.wordpress.com/themes/editing-themes/There are two free themes, Sandbox and Toolbox designed to allow maximum flexibility for CSS editing and creating new “skins”. Toolbox is more modern and includes a lot of support for CSS3 and HTML5, so it is really only limited by your skills and knowledge.
If you have CSS editing experience the upgrade will allow you to stylize the appearance of themes you find here > Appearance > Themes, but will not allow you to change the functionality, by editing the underlying template.
It does not allow you to remove footer links to the theme designer or to WordPress.com.
Also note that as CSS is theme specific, you cannot use the CSS stylesheets from other themes with the themes at WordPress.COM. http://en.support.wordpress.com/custom-design/custom-css/

If you have custom CSS and later change themes, you need to delete whatever CSS you have in the Editor, otherwise, you’ll get undesired results. To ‘reset’ a theme, you need to delete the CSS in the Editor, make sure the “add to existing CSS” radio button is checked, then save. Things should go back to normal.
When you alter a theme’s stylesheet, you only need to put in the Editor the modification/additions to the CSS, not the entire thing. Read this for more info:

I see, but what I meant was… if I get some help in this forum with one line of CSS for say Vigilance, for example to change font size – can I use that same line of CSS to change the font size for Twenty Ten (for example)… or does it only work for Vigilance (for example)? Thanks!!

Inline CSS is subject to disappearance as it’s use isnot santioned as a means of not purchasing a custom design upgrad. I wouldn’t rely on it and I have seen sone of it disappear as Themes Staff are continually upgrading themes, and as Support Staff are contunally upgrading WordPress versions (WordPress.com is on continuous roll-out). That means any inline CSS that worked today on your blog may not work tommorrow.

I don’t know how to say this more clearly to you. All CSS editing is theme specific. No the CSS editing you do on one theme cannot be used on another theme as each theme is uniquely coded and the selectors used by theme designers are not universal. When you purchase a custom design upgrade you are paying for Staff support.

There are no theme specific tutorials for CSS editing of any themes here. However, all threads are available to us by doing searches.

For one line of CSS? Well actually, it would totally depend on how specific the rule was. In general, most things are theme-specific as mentioned above. But say you wanted to change all paragraph text to be a little bigger with a rule like this:
p { font-size: 150%; }Then the same CSS would work for any theme that also uses paragraphs without a more specific rule (which would include most of ours).
In other words, it depends both on the theme and how specific the CSS gets.
