Is "Custom Design" option included with Premium Theme?

  I’m thinking about buy a premium theme (Delicious Magazine).
  Does anybody know if Premium themes come with the Custom Design option included?

  The blog I need help with is: (visible only to logged in users)

  No it does not. Custom Design is a separate upgrade.
