Is decreasing the scale of images in media library the same as optimizing them?

I upload a lot of images to my blog and I am afraid of running out of room in the media library.
If I decrease the scale of the images in my media library even after I have inserted them into a post, does that count as optimizing the image?
Is decreasing the scale of the image the same thing as resizing the image?

No, it’s not.
It you resize an image in the media library it saves both the resized and the original image, meaning it takes up even more space.
You need to resize the image before you upload it. I use Picasa’s export function for that and it’s more than adequate.
If you want to save even more space you can run your images through Jpegmini after you’ve resized them. That program reduces filesize without losing image quality, and I use it for every image I use on my blog. http://www.jpegmini.com/
