Is elementor page builder free

  Hello,

  Is elementor page builder plugin free with any plan of wordpress? If so, why is it not allowing me to install the plugin? The install button is grayed out and telling me I need to update to business plan?

  Plugins such as Elementor can only be installed on WordPress.com if you have the Business Plan Upgrade:
