  I feel like WordPress is free. Have they changed the rules?

  To add to what @staartmees noted, the open source WordPress.org software is free, while WordPress.com offers a managed, hosted version of WordPress. You can learn more about that here: https://wordpress.com/support/com-vs-org/#overview-of-options

  You can host free sites with WordPress.com, and upgrade to a paid plan to unlock features such as advanced design customization (i.e. CSS), third-party themes and plugins, SEO Tools, and more.
