Is it allowed I run Google Ad on my registered blog?

No your cannot. You cannot post any advertising on your blog here at WordPress.com. There is only one advertising program called WordAds at WordPress.com and it’s for blogs on their own domains. Aside from a blog being accepted into WordAds http://www.wordads.co/ no blogger initiated advertising, retailing or reselling the work or products created or services provided by anyone other than yourself is allowed on free hosted wordpress.com blogs. E-commerce transactions via shopping carts and the like cannot be conducted on free blogs from and being free hosted by WordPress.com. Paid content and/or sponsored content is not allowed.

I’m really not able to recognize the logic of this wordads APP. When I log in it using the same WP account it does nothing with Request Invitation command.
Shall I create different account or what?Again, thank pretty.

You apply to WordAds by asking for an invitation. You wait a long time.
WordAds Staff check out your blog and if and only if it qualifies they contact you and implement ads on your blog. if you have issues you contact WordAds Staff directly. You do not post here on the technical support forums about WordAds.
