Is it best to develop a wordpress site locally?

I’m trying to customize my theme pretty heavily and I’ve read a lot about the virtues of using WAMP or MAMP to develop a theme on your local computer before migrating it to a live server. Is this really all it’s cracked up to be? Is this the best way to customize a wordpress theme?

Local WordPress installs are a fantastic tool for theme development. They have many benefits, including allowing you develop faster, since there’s no need to FTP back-and-forth to a server.
As supportmyoffice points out, you’re actually in the WordPress.com forums, and since users can’t edit theme files on WordPress.com, local development is of limited use for most of our users.
If you’re developing themes for self-hosted sites, you may definitely want to ask your question over in the WordPress.org forums, as she suggested above. You’ll need to register for a WordPress.org account if you don’t have one already:
